Ms. Hjaltman has served as Deputy Legislative Director for the Office of the Governor, as a chief of staff in the Texas House of Representatives and as a legislative staffer in the Texas Senate.

New PUC Appointee Courtney Hjaltman
Courtney Hjaltman, who most recently served as the chief executive of the Office of Public Utility Counsel, has been appointed to the Public Utility Commission of Texas by Gov. Greg Abbott.
Ms. Hjaltman’s term is to set to expire on September 1, 2025. The PUC regulates the state’s electric, water and wastewater utilities and implements legislation related to each of those industries.
“Courtney Hjaltman’s longtime service to the State of Texas and extensive legal expertise makes her the ideal choice to serve on the Public Utility Commission,” said Governor Abbott, in a June 24 prepared statement announcing the appointment.
A resident of Austin, Courtney Hjaltman was appointed as OPUC’s chief executive in December 2022 and prior to that she served as Deputy Legislative Director for the Office of the Governor. Ms. Hjaltman also has served as a chief of staff in the Texas House of Representatives and as a legislative staffer in the Texas Senate. She is a graduate of the Governor’s Executive Development Program at The University of Texas Lyndon B. Johnson School of Public Affairs and a member of the State Bar of Texas. Hjaltman received a Bachelor of Science and Bachelor of Arts from UT Austin and a Juris Doctor from South Texas College of Law.
With Ms. Hjaltman’s appointment, the five-member PUC now has all of its commission seats filled. She joins at the agency fellow commissioners Lori Cobos, Jimmy Glotfelty, Kathleen Jackson and Chair Thomas Gleeson.
