Utility rate regulation in Texas is most often associated with two state agencies: the Public Utility Commission of Texas and the Railroad Commission of Texas. However, municipal governments also serve an important role. Cities, for example, exercise legal authority (i.e. original jurisdiction) over electric and gas rates charged within their municipal boundaries. Cities also participate in ratemaking matters at the PUC and Railroad Commission. Over the years, regulatory work by cities has helped secure billions of dollars in avoided cost savings for local businesses and residents. City regulatory work also has contributed to service and reliability improvements.
To promote a better understanding of rate regulation in Texas — and the key role played in it by cities — the Texas Coalition of Cities For Utility Issues has created a policy primer and glossary that includes definitions for more than 200 regulatory terms. In addition, the primary includes explanatory details about the PUC and Railroad Commission and a brief historical summary of rate regulation in Texas.
