The final transition marks the first time since the adoption of the state’s retail electric deregulation law in 1999 that a major city has transferred its load into ERCOT.

The final transition of all remaining Lubbock Power and Light customers into ERCOT’s bulk power system is now complete, according to a December 12 press release from the state’s grid operator.

Describing it as “the conclusion of the largest single transfer of customers in ERCOT’s history,” ERCOT said the final transition follows more than eight years of planning and study. It also marks the first time since the adoption of the state’s retail electric deregulation law in 1999 that a major city has transferred its load into ERCOT.

“We welcome all LP&L customers to the ERCOT system,” said Pablo Vegas, CEO of ERCOT, also known as the Electric Reliability Council of Texas. “This significant milestone … opens the retail service area for customers to take advantage of our competitive wholesale market and electric rates.”

The Public Utility Commission approved the transition in 2018, and LP&L and the grid operator completed the transition’s first phase in 2021. However, ERCOT’s deregulated competitive retail market won’t be open to LP&L approximately 107,000 retail electric customers until March 2024, according to the grid operator.
